Buying an HDB resale flat as a first-time homeowner can be a significant financial commitment, but the good news is that there are various CPF Housing Grants available to help ease the cost. Whether you're a young couple, a multi-generational family, or a single buyer, these grants can make homeownership more affordable.
In this short guide, we’ll break down the different grants available for first-timers, including the Family Grant, Singles Grant, Enhanced CPF Housing Grant (EHG), Proximity Housing Grant (PHG), and the Citizen Top-Up Grant. We’ll also cover the eligibility criteria based on the different buyer profiles.
If you're planning to purchase an HDB resale flat, understanding these grants can help you maximise your budget and make more informed decisions.

Do note that these grants can often be combined, subject to meeting their respective eligibility criteria.
Additional notes:
For households comprising Singapore Citizens (SC) and Singapore Permanent Residents (SPR), there is a Citizen Top-Up Grant of S$10,000, which serves to bridge the disparity in housing subsidies between SC and SPR households. This grant aims to equalise the housing benefits between SC and SPR households when a qualifying SPR family member becomes an SC or when the household has an SC child.
Eligibility Criteria:
Household Composition: Eligible first-timer households consisting of one SC and one or more SPR family members get a first-timer grant that is S$10,000 lower than SC households at the time of flat purchase. These households become eligible for the Citizen Top-Up Grant when any SPR family member attains Singapore citizenship or when they have an SC child.
Flat Ownership: The flat must be owner-occupied at the time of the grant application, meaning it should not have been sold or rented out.
Timing: Eligible households should submit their application to HDB within six months of meeting the eligibility criteria, such as the SPR family member obtaining Singapore citizenship or the birth of an SC child.
